AB’nin kurucu babalarından Jean Monnet’nin “insanlar olmadan hiçbir şey yapılamaz, kurumlar olmadan hiçbir şey kalıcı olmaz” sözüne sık sık atıfta bulunurum. Sözü memlekete uyarlarsak son koalisyon hükümeti ile ilk dönem AKP’nin AB esinli reform çalışmalarının ardında elbet de belli insanlar vardı. Ve Monnet’nin sözü uyarınca o siyasetçiler yine AB esinli kurumların da mimarı oldular. Birey ve toplum hayatının her yönünü kapsayan ve sistemin ihtiyacı olan ciddî ve dönüştürücü kurumsal reformlar ilk defa, 2000’lerin başındaki koalisyon hükümetinin çalışmalarıyla uygulamaya kondu. “Derviş reformları” olarak literatüre geçen çalışmalar özellikle, 1994, 1999, 2001 krizleri sonucunda altüst olan makroekonomik dengeleri yeniden sağlamakta işlevsel oldular. Bu sıradan bir düzeltme değildi. Kurumların, özerklik, şeffaflık ve hesapverebilirlik ilkeleri temelinde düzenleyici işlevlerini yasallaştırarak güvence altına alıyor ve Cumhuriyet tarihinde ilk defa çağdaş bir yönetim zihniyetinin önünü açıyordu. Çaba, yeniden başlamış bulunan AB üyelik sürecinin ivmesiyle katlanarak büyüdü, ekonominin çok ötesine geçti. Yatay ve dikey denge/denetleme mekanizmalarını geliştirerek sistemi baştan aşağıya dönüştürmeye başladı. İlk dönem AKP hükümeti 2005’e kadar Türkiye köhnemiş mevzuatını çağdaş normlara uyumlandırdı ve yeni mevzuatın büyük bölümünü uygulamaya başladı. O ilke, norm ve standartlar görülmemiş bir idarî ve hukukî dönemin başlamasına da önayak oldular.

Ancak 2005’ten sonra, yani yapılan reformlar sayesinde AB ile üyelik müzakerelerine başlandıktan sonra o güne kadar yapılan reformlar daha ileri aşamaya taşınmadıkları gibi, kazanımlar birer birer geri alınmaya başlandı. Reformcu insanlar kurdukları kurumları yıkmaya başladılar. 2001’den itibaren doğru istikamette dönüşmeye başlayan temel devlet kurumları Adliye, Askeriye, Hariciye, İlmiye, Maliye ve Mülkiye itibarsızlaştırıldılar, kurumsal hafızaları boşaltıldı ve kurum olmaktan çıktılar. Bir memleketin başına gelebilecek, beyin göçü ile birlikte en büyük felâkettir. Bugün yegâne siyasî hedef her türlü danışma, oydaşma, denge, denetim ve düzenlemeden muaf “iş bitirebilmek”. Bu yozlaşmanın maalesef toplumda da ciddî bir karşılığı var.

Gün geçmiyor ki, akla hayale sığmayacak bir uygulama gündeme düşmesin. Ancak vahim olan tamamen köşeye sıkışmış kedi tepkileri veren iktidarın abuk sabuk tasarrufları değil bu tasarruflara ağzını açmayan, HDP dışında siyasetle birkaç mecra ve merci dışında toplumun duyarsızlığı. Ya da kokuşmuşluğu… Bunun memlekete büyük bedeli olacak, şimdiden oluyor. En büyük bedel bu kokuşma halinden kurtuluş reçetesi olarak pazarlanacak veErdoğan’ın tek başına demir yumrukla adına “istikrar” dediği itaatkâr, huzurlu ve faşist toplum düzenini inşa edecek olmasıdır. Bu gidişata karşı çıkacak olanlar HDP ve toplumun farklı katmanlarından fışkıran itirazlardır. Nefeslerinin yetip yetmediğini göreceğiz.

Dünyada Türkiye’ye olan ilgi ise bir daha kolay kolay geri gelmeyecek şekilde bitti. 2004-2005’ten itibaren AB ivmesi ve AKP’nin reformist damarı sayesinde Türkiye ilk kez İslâm diniyle demokrasinin bağdaşamayacağı ezberine dünya çapında bir sorgulama alanı açtı. Oryantalist gözlüklerini çıkaran araştırmacılar, Türkiye’ye antipati ya da sempatiyle değil empatiyle yaklaşmaya başladılar. Türkiye ilk kez dünyada sözü geçen gerçek bir ortak olmaya başladı. İlm-i siyasa “Hıristiyan Demokrat” kavramının yanında “Müslüman Demokrat” kavramını yerleştirmeye başladı. Siyasî ve içtimaî reformların yanında ekonomik reformlar bu değerlendirmeleri her geçen gün doğrular biçimde ilerledi. Öyle ki sadece Batı değil her yerde Türkiye meraklıları ve uzmanları belirdi. Bu gidişat bugün itibariyle tamamen akamete uğramıştır. Türkiye’nin gündemi dünyanın gündeminden temel konularda zıt istikamette ilerliyor artık. Bunun Batı dışı arayışla da alâkası yok. Doğu’da da Türkiye’nin resmî “değerli yalnızlığı” ayarında bir gidişat yok. İran’a bakmak kâfi. Dünya devlet ve toplumları her geçen gün birbirlerine olan ihtiyacı idrak ediyorlar. AKP Türkiyesi ise “Dünya Türk ya da AKP’li Olsun” diyor.

Tepeden tırnağa, devletinden toplumuna çürümeden kokuşmaya doğru ilerleyen Türkiye’ye İngilizcedeki failed state tanımı yakışmıyor mu?
