Last week I published the first in a series of posts dealing with issues that arose in the recent Digital Diplomacy Conference held in Tel Aviv. While last week I blogged about digital diplomacy that is targeted at domestic populations, this week’s post will deal with another issue that arouse at the conference- diplomacy in the age of algorithms.

Millî Aşı, Millî Ar-Ge

“Onlar konuşur, AKP yapar” serisindeki palavralar arasında millî aşı var. Aşı ve tıbba ilişkin maddenin millîsinin olmayacağını bilmek için âlim olmaya gerek yok. Dünyanın belli yerlerinde, içe dönük bölgelerde ya da beslenme, yaşama alışkanlıklarıyla bağlantılı bazı hastalıklar oralarda daha yoğun görülebilir. Kimsenin aklına bunlara ve bunların ilaçlarına “millî” damgası vurmak gelmez. AKP’nin akıldaneleri dışında. Vurgu Nazilerin öjenist politikalarını anımsatıyor.

 

Millî aşı burada üretilecek bir aşıdan öteye ne olabilir? Öyle olunca da sıfatı millî değil yerli olur. Millî tank, savaş uçağı, uzay aracı, G5 konularında ise Türkiye’nin bu “millî ürünleri” afiş üzerinde üretmekten öteye bir kapasitesi yok.

 

Millî aşının ne olduğunu ararken önüme TÜBİTAK’ın Millî Ar-Ge’si çıkmasın mı? İkide birde millî otomobil, millî şu, millî bu diye kükreyen bir iktidar olunca “millî araştırma kuruluşu” geri kalır mı? www.milliarge.com  sitesinde şu müthiş tahliller yer alıyor: “Bugüne kadar yabancı veya yabancı ortaklı firmalarda çalışan (…) beyaz yakalı tüm çalışanları, tecrübelerini yerli ürünlerin üretilmesi ve bu yönde Ar-Ge faaliyetlerine destek vermeleri için çağrıda bulunuyoruz! Birçok alanda yurtdışından gelen ürün ve çözümleri satın almaktayız. Satın alma, bakım, servis ve yenileme hizmet bedellerini ödeyerek ilgili firma ve dolaylı olarak başka ülkelerin ekonomileri için kaynak sağlamaktayız. (…) Çalışarak ve emek vererek kazanmış olduğumuz kaynak yurt dışına gitmektedir. Yurt dışına aktarılan kaynağı içeride tutabilmek ve büyüyen ekonomimize katkıda bulunmak için firmaların tercihlerini yerli ürünleri almaları yönünde özendirmemiz gerekmektedir. Bunun için deyabancı(!) ürünlere rakip aynı ölçüde güvenli ve kaliteli ürünler üretmemiz gerekmektedir.” En üst bilimsel kuruluşun ilk mektep/Sümerbank düzeyindeki ifadeleri Erdoğan ve AKP afişi dilinden farksız.

 

Gerçek ise bambaşka: Misâlen Müsiad’ın yerli patent ve marka sayılarına ve dolaylı olarak Ar-Ge potansiyelini irdeleyen “2023 vizyonu ışığında Türk sınaî mülkiyet raporu”. Rakamlar: “Türkiye’deki yaklaşık 60.000 ihracatçı şirketin 50.000’i tescilsiz markayla ihracat yapıyor! Aktif patent sayısı 7.400; Yunanistan’da 32.000. 2010’da yerli firmalarca alınan patent sayısı 171. (…) Bunun çok büyük bir kısmı Arçelik, Bosch, Vestel ve Ford firmalarına ait. Kalan 30-40 patenti ise 76 milyon kişi üretiyor!” Rapor, iktidarın afişlerde ve meydanlarda salladığı “500 milyar dolarlık ihracat” palavrasını faş ediyor. İki karşılaştırma daha: İthalatla dışarıya ödediğimiz Ar-Ge gideri, yıllık 5 milyar dolar olan Ar-Ge harcamasının iki katı.İkincisi, bu miktar Google şirketinin Ar-Ge harcamasına eşit.

 

AKP Ar-Ge konusunda enkaz devraldı, doğru. Ar-Ge payı 2003’te millî gelirin %0.48’iyken bugün %1’e yaklaştı. Önemli! Patent başvuruları artıyor ama daha çok düşük teknoloji sektörlerinde. Bu zaaf ihracattaki cılız katma değerde ortaya çıkıyor.Mart 2015 verisiyle yüksek teknoloji ihracatının toplam ihracat içerisindeki oranı %3,7.  Çin’de bu oran %33,1, Güney Kore’de %27,1, Polonya’da %11,3.  

 

Gelelim Ar-Ge’nin millîliğine. Bugün dünyanın en ileri teknoloji üreten ülkeleri dahî, mahrem askerî ileri teknoloji dışındaki Ar-Ge için millî bir çaba içerisinde değil. Neden basit: Malî ve beşerî kaynak açısından gayet pahalı olan Ar-Ge’nin millî olması mümkün değil. Uzun ve vasıflı eğitim, kaynak israfı ve mükerrerlik karşısında tek çare ulusötesi işbirliği. Arayış 1950’lerde başlıyor. Ankara’nın hoplaya zıplaya katıldığı CERN Avrupa Nükleer Araştırma Merkezi bunlardan biri. Bugün ise, dünyada Ar-Ge’ye en fazla yatırım yapan İsrail’in dahî ortak olduğu, AB’nin Avrupa Araştırma Alanı’nın temel kaynağı, 2014-2020 dönemi için 80 milyar avro bütçeli 8. Çerçeve Programı.
